<h2 id="lowerIndiana">Indiana Cold Case Homicides Playing Cards</h2>

<p>The Indiana Department of Correction, in partnership with the Indiana State Police and the Indianapolis Metropolitan Police Department, have released two editions of the “Indiana Cold Case Homicides Playing Cards”. The decks of playing cards each profile 52 unsolved homicides and missing persons cases from around the state. Each playing card features information on an unsolved murder or missing persons case and a photo of the victim.</p>
<p><strong>Members of the public who would like to provide information on the victim of a cold case homicide or missing persons case, or who would like to have a case reviewed for inclusion in a future release of the deck, may contact the Indiana Department of Correction at </strong><strong><a href="mailto:coldcasetips@idoc.in.gov">coldcasetips@idoc.in.gov</a></strong></p>
<p><strong>If you have information about any case in this deck or a case that does not appear in this deck, please call the Indiana State Police  T.I.P.S. Hotline at 1 (800) 453-4756.</strong></p>
<p>The card decks are being distributed throughout Indiana prisons and to law enforcement authorities, and will be the only decks of cards available for purchase in the state’s 27 prison facilities.The aim of the project is to create an awareness of these unsolved cases in the prison population and encourage offenders to provide information that might help solve the cases.  Officials hope the cards may jar inmate memories or provide a clue that, when combined with other information, might provide the break investigators need to solve a case.</p>

<div>successfully! If just one person would have stepped up to the plate and called for help, even though Jason was bleeding to death from the castration, he might have lived. When Jason passed out from the pain, they all thought he was already dead, so they decided they had to get rid of his body somehow, so they staged a cover up! But he was not dead!!</div>

<div>His body was put in the middle of the road, then they went</div>
<div>and got their own car and one person steered the driver so</div>
<div>that one of the tires would run right between his legs. They</div>
<div>spread his legs open and they slowly ran their car between</div>
<div>his legs and over his chest cavity, which instantly crushed</div>
<div>him – and continued to the right of his head. He died at that</div>
<div>time.</div>

<div>It has been over 20 years and there have been no arrests,</div>
<div>no charges, no trial, no verdict, no justice.</div>
<div>They ruled Jason’s death an accidental death and said the</div>
<div>car killed him when it ran him over. Law Enforcement even</div>
<div>took statements from 4 of the people involved in his death</div>
<div>the night of the party, and they just believed them.</div>

<p>Margie Rader Boyer age 63 of Laurel went home to be with the Lord on Friday May 4, 2012 at the home of her daughter in Everton.</p>
<p>She was born June 22, 1948 in Connersville the daughter of the late Luther and Alpha Parsons Rader. She has lived her lifetime in the Laurel Community.</p>
<p>She has worked over the years in home health care and enjoyed arranging flowers. She loved Memorial Day and studying&#8230; genealogy.</p>
<p>Margie is survived by her husband Gary Boyer, who she married on February 17, 1980, as well as children Tomijo Bolton Schmid and Mike of Connersville; Mae Hubbard and Dan of Liberty; Belinda Bolton and Mike Sams of Laurel; Gary (Richie) Boyer and Angie of Laurel; Bruce Boyer of Laurel; and Amanda Boyer Payton of Laurel. She is also survived by 14 grandchildren, James Griffin, Jr. &amp; spouse, Patti, Luke Griffin, Michaele Schmid, Ryan Schmid, Candace Kolb, Savanna J. Powell, Hanna M. Powell, Kenny Boyer, Joseph Payton, Faith A. Payton, Jason Richard Dale, Boyer, Steven K Hubbard, Elisa Hubbard, Alyson Gayle Hubbard; and 7 great grandchildren, Kolton Griffin, Dakota Griffin, Micheal James Griffin, Gage Roberts, Adrionna Griffin, Micheal Thomas Schmid.</p>
<p>In addition to her parents Margie is preceded in death by her son Jason Dale Bolton; a granddaughter Jaiden Renee Griffin; a brother Donnie Dale Rader; and a sister Shirley Faye King.</p>
<p>Funeral services will be conducted on Wednesday at 2:30 P.M. at Urban-Winkler Funeral Home with Rev. Merle Seeley and Rev. Jerry Rader officiating.</p>
<p>Burial will be in Laurel North Cemetery.</p>
<p>Friends may visit at the funeral home on Tuesday from 4-8 P.M. at the funeral home</p>

<h2>Testing old rape kits could put countless rapists in prison—and exonerate others who were wrongly convicted. Linda Fairstein on the tragedy of letting these truth-tellers collect dust.</h2>
<p>Charles Courtney, Jr., was arrested in Franklin County, Indiana, in September 1996, for the knifepoint rape of his wife, Mary Jane, when she told him she wanted a divorce the night he returned from a trip on his job as a long-distance truck driver. Like defendants in many domestic-violence cases, Courtney was offered a plea to a lesser charge of sexual battery. As such, his two-year sentence was far lighter than it would have been had he raped a stranger—a sad truth about many rapists whose victims are partners or acquaintances. That conviction earned the government the right to put Courtney&#8217;s genetic profile in the FBI&#8217;s convicted-offender databank. He was released from prison on January 4, 1998.</p>

<p>Three months later, a 21-year-old woman named Amberly Lakes was kidnapped in a parking lot outside a grocery store in Fairfield, Ohio, and taken to a remote location where her unknown assailant raped her repeatedly at knifepoint. In 2001, Lakes&#8217; case was solved when the evidence preserved during her medical exam after the attack yielded DNA that matched Charles Courtney&#8217;s profile. Even though her evidence kit had languished on a storage shelf for more than two years, when Ohio authorities finally moved to eliminate their backlog, the result was a conviction in the case and a 30-year jail sentence.</p>
<p>Even more shocking was the news that Helena Lazaro received last fall. In August 1996, stopped at a car wash in Pico Rivera, California, in the VW Rabbit she&#8217;d been given by her parents as her 17th birthday present, she was abducted at knifepoint and sexually assaulted multiple times before her attacker abandoned her. Like Amberly, she consented to the collection of evidence during her lengthy hospital exam. Though she had called the Los Angeles Sheriff&#8217;s Office many times in the 14 years that elapsed, it wasn&#8217;t until 2010 that she learned her kit was among those tested in a backlog sweep in 2003, at which time it also matched to Charles Courtney—although Helena was never told of that result until she pressed for information six months ago. Here was a criminal viewed only as a danger to his wife, who was in fact a serial stranger rapist, with who knew how many other unsolved cases possibly linked to him from evidence shelved in warehouses along his cross-country truck route.</p>
<p>The backlog of untested rape evidence collection kits in cities across America—estimated by the Department of Justice to number more than 200,000—continues to be a national disgrace. Debates continue about how to resolve the problem and whether to devote resources to testing kits stored in police property warehouses for years, but one critic of the movement echoed some of the most common misunderstandings about this issue this month. In a <a href="http://www.womensenews.org/story/rape/110208/most-rape-cases-are-about-consent-not-dna" target="_blank">completely irresponsible piece posted on Womens enews</a> on February 9, Wendy Murphy dismissed the importance of the backlog by ignoring the facts about sexual assault.</p>
<p>It is stunning to see how science can take the onus off the witness and ultimately ease her progression through the criminal justice system.</p>
<p>For 26 years, from 1972 until 2002, I was the prosecutor in charge of the country&#8217;s pioneering Sex Crimes Unit in the Manhattan District Attorney&#8217;s Office. I was among the first lawyers to be introduced to the revolutionary science of DNA in 1986, three years before it was accepted as a valid technique by our courts. When the first databank became operational in 1994, my colleagues and I watched with amazement as computers began to solve cases, matching offenders&#8217; genetic profiles to evidence gathered during a sexual-assault investigation—cases in which the crime scene is the victim&#8217;s body. By the late 1990s, the law-enforcement community knew that rape kits, which were previously only tested if specific suspects were identified by the police for comparison, were mounting by the thousands. In 1999, under the leadership of New York City&#8217;s mayor, Rudolph Giuliani, and Police Commissioner Howard Safir, the radical decision was made to outsource close to 17,000 kits to private labs, at enormous government expense, in order to attempt to obtain results that might offer justice to victims of these heinous crimes, and make offenders—often recidivists—accountable.</p>
<p>The two brilliant prosecutors who run the Cold Case Forensic Science Unit established last year by Manhattan&#8217;s new district attorney, Cyrus Vance, Jr., know more about DNA and its forensic applications than any lawyers in the country. Martha Bashford and Melissa Mourges were appointed to oversee the backlog project in 2000, as the outsourced cases made their way to three labs and results began to come back in. Their success has been remarkable. If you set aside cases that were eliminated for reasons like being beyond the statutes of limitations (formerly 10 years in New York State, though outrage over the backlog results eliminated it completely in 2006), Bashford and Mourges say they&#8217;ve indicted 38 percent of the viable cases returned, and in the convictions obtained have seen sentences total in hundreds of years.</p>

<p>For me, having started work in this field long before DNA was validated, it is stunning to see how science can take the onus off the witness and ultimately ease her progression through the criminal justice system.</p>
<p>Are more women raped by acquaintances than by strangers? There is no question that in greater than 75 percent of reported rapes the victim knows her attacker. And at many of these trials, the issue is not the identity of the man accused anyway, but whether or not the sex act was consensual. Again the naysayers are dead wrong, because even in these cases DNA can be a powerful prosecutorial tool. Frequently, the defendant&#8217;s claim will be that the witness is &#8220;crying rape&#8221; and that his ex-girlfriend just had him arrested because he broke up with her. The finding of his DNA on her vaginal swabs makes him a liar from the outset, and forces him to change his story in front of a jury, now admitting there was sex but claiming it was consensual. This midstream change in story alone can convince a jury to convict, and if not, DNA found in the victim&#8217;s anus, along with rectal tears, may seal the deal.</p>
<p>The bigger myth spread by the anti-backloggers is that men who rape women they know couldn&#8217;t possibly be serial rapists, so why waste time and money testing kits in cases of marital and date rape? Charles Courtney, the man who was convicted of raping his wife and then abducting two young women at knifepoint, thousands of miles apart, is the poster boy for disproving that argument.</p>
<p>There are other examples. Terrance Reid was awaiting sentence by a Manhattan judge on his first conviction not long ago. His lawyer&#8217;s appeal to the court for the minimum sentence was based on the notion that this case was an aberration in the defendant&#8217;s otherwise exemplary life. Several days before the sentence, Bashford and Mourges received news from the backlog testing lab, showing that Reid&#8217;s profile hit to five other rapes in that county and two more in Queens—seven brutal crimes to which only a computer had connected him, and all occurring before the statute of limitations ran out. Although he could not have been punished for those, the judge was able to take his aggravated criminal history into account and sentence him to the maximum, relying on the very background he had asked the court to consider.</p>
<p>And yet another: A middle-aged woman who worked in a pattern-cutting business was the last to leave her office one evening. While waiting for the elevator, she was accosted by an armed assailant who raped her on the floor before tying her to a chair, cutting her leg as he ripped phone cords with his knife. She was never able to identify her attacker, but Bashford and Mourges got the cold hit from the backlog project lab exactly three weeks before this career criminal was to be released from jail on an unrelated case. Sadly, when they located the home of the woman who had been victimized years earlier, they learned from her family that she had died of heart disease. Undeterred, the case pressed forward and was prosecuted by this great team. When they showed the prisoner her photograph, he claimed to have never seen her before. But even with no victim, there was proof of force (because she had been found tied up) and DNA identification courtesy of a backlogged evidence kit. And by the way, at the trial? Just like in other cases, the rapist&#8217;s defense changed from &#8220;I&#8217;ve never seen her before&#8221; to &#8220;the sex was consensual&#8221; when the perpetrator found out there was DNA evidence. The jury rejected his nonsense, just as they do in more and more rape cases in which consent is initially claimed. The naysayers wouldn&#8217;t bother to test a kit in which the victim wasn&#8217;t alive, which would be another grave mistake.</p>
<p>Finally, there is one critical word missing from the arguments of those who don&#8217;t see the need to clear the hundreds of thousands of backlogged kits: exoneration. Close to 4,000 of the city&#8217;s 17,000 evidence kits were Manhattan cases. In one result, the profile developed was a case that had already gone to trial more than a decade earlier. At the time of the crime, the victim had been a 15 year old girl. The man she saw on the street and identified, a month after the attack, was convicted by a jury. The jurors obviously believed the smart witness, and may have been influenced by the fact that the defendant had a criminal record. He was 12 years into his sentence when this evidence was tested, something many jurisdictions would not have bothered to do because this was a closed case. The victim, now working in law enforcement, took one look at the real perp&#8217;s photograph 13 years later and burst into tears. Bashford and Mourges got the news of this potential exoneration on a Wednesday afternoon, had the evidence retested immediately, and walked the innocent man out of prison, still in his orange jumpsuit, on Monday morning. The lesson? Every sizable backlog will yield at least one exoneration. That&#8217;s reason enough to test them all.</p>
<p>This backlog issue must be resolved. The facts cry out for the need to fund outsourcing not only to solve crimes, but also to save lives. Opponents of testing simply haven&#8217;t bothered to learn the facts nor to study the results of successful backlog projects, and the people most hurt by such misguided voices are the hundreds of thousands of rape victims themselves. There are few among them who haven&#8217;t said, when detectives knock on their doors with astounding news of the DNA match, that they thought they were the only person alive who remembered their case.</p>

<p>The the pictures show the <strong>proof</strong> that it was a cover up.. A planned homicide. Proof that Jason was mutilated and tortured in the most unhuman way, then laid in the road and ran over&#8230;<br />
Many that were there, before and after the accident to view his little body laying in the middle of the road, know exactly what happened to Jason..The ones that know have kept this dark secret for 20 years with no remorse and no conscience. People like this will repeat and do it again or maybe do it to their own family.</p>

<p>THE BOLTON STORY<br />
<strong>(PART 1)</strong></p>
<p>A friend just shared her story with me,<br />
She&#8217;s live in hell, now I can see !<br />
At just thirteen years old, her mum signed her away,<br />
As a wife, with this man, she had to stay,<br />
By fourteen years old, she&#8217;d become a mum,<br />
A juvenile child, she now had a son.<br />
This man of nineteen became her keeper,<br />
He beat her, he chased her, became her seeker,<br />
By fifteen years old, she was mother of two,<br />
Being beaten regularly, what could she do ?<br />
At last, one day, her chance came to run,<br />
Maybe her life, could now include fun,<br />
She had to leave her children with him!<br />
Had she committed, a deadly sin ?<br />
But she returned to collect her boys,<br />
Made him realise, they weren&#8217;t his toys,<br />
He could no longer, beat up their mum,<br />
She drove away, with him on the run.</p>
<p><strong>(PART2)</strong></p>
<p>She grew up as a child,in a home full of hate,<br />
A safe Happy future, she could not contemplate.<br />
Her father was violent, her mother was too,<br />
Now! she&#8217;s trying to tell her story, to me and you!<br />
Fifteen years old, with two little boys,<br />
Removed from their father, they are not toys.<br />
She&#8217;s out on her own, struggling to care,<br />
Can she trust someone to help ? she wouldn&#8217;t dare,<br />
She cared for her children, she did her best,<br />
But with the rest of her story, I dare not jest,<br />
Her parents had split, and gone their own way,<br />
With neither if them, was there room to stay!<br />
So on her grandparents doorstep, she landed one day,<br />
They took them all in, and let them stay,<br />
For Tomijo it was hard,two children on her own,<br />
Some fun in her life, was a no go zone.<br />
So early one evening, with everyone asleep,<br />
The dream in her heart, she dared to keep.<br />
She sneaked out of the house, ran to the fair,<br />
Met some good people, they let her stay there.<br />
But she missed both her children,grandparents and friends,<br />
If she returned, could the fences, she mend ?<br />
She left early one morning, to make her way back,<br />
The pain and confusion, putting her on track.</p>
<p><strong>(PART 3)</strong></p>
<p>She returned for her children, knew they were well,<br />
But! Jimmy was there, He beat her to hell!<br />
She thought she would DIE, as he threw his punch,<br />
With blood on her face, to run was her hunch.<br />
She drove to her mothers, the sheriff was called,<br />
Her face a mess, looked like, she&#8217;d been mauled.<br />
To hospital they took her, thirty six stitches she had,<br />
Her husband arrested, he had been really bad.<br />
To prison he was sent, BUT! he just got three years,<br />
Herself and her children, left living with fears.<br />
In time she moved on, she met someone new,<br />
What did the future hold ? she hadn&#8217;t a clue.<br />
This man was real kind, looked after them well,<br />
She hoped and she prayed, he&#8217;d stay with her and tell.<br />
The story of her childhood, so full of abuse,<br />
She had to tell it, SAY QUIET ! she refused.<br />
She began to write her story, let everyone hear,<br />
The tales of her childhood, NOT HELD SO DEAR!<br />
The settled together, had a child of their own,<br />
She finally knew, she was no longer alone.</p>
<p><strong>(PART 4)</strong></p>
<p>The next part of this story is so hard to tell,<br />
I have pain in my heart, cause she lived it as well,<br />
She had a younger brother, Jason was his name,<br />
From August 20th, &#8217;91, her life was not the same,<br />
Her little brother went out that night,<br />
At three a.m., she got such a fright,<br />
A telephone call saying he was dead!<br />
He should have been home, tucked up in bed.<br />
He had gone to a party, then there was a fight!<br />
Somehow involved, he finished up dead, that night!<br />
The Coroners papers, say he was hit by a car,<br />
But ! I&#8217;ve seen the pictures, can tell, it&#8217;s not true by far.<br />
The injuries showing, are no way by mistake,<br />
The police and Coroner, another look they should take.<br />
If your hit by a car, you get knocked to the ground,<br />
They say he was, lying asleep, when he was found.<br />
Injuries HORRIFIC, It&#8217;s MURDER for sure,<br />
But, witnesses silent, to solve this no cure.<br />
But! Tomijo is still fighting, to find out what went on!<br />
She will not give up, wants to know why he&#8217;s gone ?<br />
The party had been full, of drinking and drugs,<br />
The adults there pushing, on children, the thugs!<br />
But! the police don&#8217;t want to know, these things,<br />
Tomijo&#8217;s family NO LONGER SINGS.</p>
<p><strong>(PART 5)</strong></p>
<p>The Coroner and Police, say who drove the car,<br />
But! NO arrests have been made so far.<br />
This terrible tragedy, happened August Ninety One,<br />
But!His injuries inconsistent, we say &#8221; HOW COME&#8221;?<br />
I&#8217;ve seen pictures, at the scene of the crime,<br />
A trustled up body, covered in grime.<br />
The blood at the scene, too much to bear,<br />
When he died, His family weren&#8217;t there.<br />
The injuries sustained, over the top,<br />
A young boys testicles, DON&#8217;T go pop.<br />
Mutilated genitals, left in the road,<br />
Parts of this story left untold.<br />
Stab wound, to the right side of his chest,<br />
Two skull fractures, not the best.<br />
Yet still they say, an accident at best,<br />
Fourteen years on, still no arrest?<br />
No witnesses questioned, NO charges brought,<br />
For this poor family, their left fraught.<br />
Needing to know, why, no-ones made to pay,<br />
For the young, innocent life lost that day.</p>
<p><strong>(PART 6)</strong></p>
<p>The police never really looked, at what happened that day,<br />
They just did the basics, then looked away.<br />
The adults involved in the drink and the drugs,<br />
Walked away free, their faces so SMUG.<br />
At the hospital, that morning, she had to say &#8220;It&#8217;s him&#8221;<br />
Yet! her abuser Jimmy, had called on a whim.<br />
He wanted to be, the one who said,&#8221;Jason is dead&#8221;<br />
I wished Tomijo had told me, it was him instead!<br />
Because Jimmy is evil, rotten to the core,<br />
To have made that call, I hate him even more.<br />
He&#8217;s abused her for years, couldn&#8217;t let go,<br />
Just had to hurt her, once more, you know!<br />
Still the police didn&#8217;t look,<br />
How much evidence would it have took?<br />
If my untrained eye, can see something amiss,<br />
Why! oh why! are they TAKING THE PISS?</p>
<p><strong>(PART 7)</strong></p>
<p>Fourteen years on, the cover up still there,<br />
Police and The Coroner will not share!<br />
The full reports are hidden so deep,<br />
So all these secrets, they can keep.<br />
Then years before, they&#8217;d given Tomijo Pot!<br />
These people have secrets, they have a lot.<br />
Witnesses will not talk out of fear,<br />
No-one will look, or lend an ear!<br />
The media scared to tell this story,<br />
About readers feelings, they all worry.<br />
But! Indiana in the U.S. of A,<br />
Is where Tomijo lives, to this day!<br />
The birthplace of Michael Jackson Too,<br />
What would you do, if this happened to you?<br />
If your brother was MURDERED, and nobody paid!<br />
Wouldn&#8217;t you make finding answers, your CRUSADE?</p>
<p>Part 8</p>
<p>I FELT A SENSE OF DANGER HERE TONIGHT,<br />
IT FILLED ME WITH TERROR THEN WITH FRIGHT.<br />
SHIVERS AND SHAKES DOWN MY SPINE,<br />
THE FEELINGS I HAD WHERE MINE ALL MINE.<br />
RECEIVED AN EMAIL TELLING A STORY,<br />
OF MURDER NO ACCIDENT NO GLORY.<br />
A FRIEND NOW HAS TO TAKE EXTRA CARE,<br />
ROUND EVERY CORNER BE AWARE.<br />
HER BROTHER KILLED MANY YEARS BACK,<br />
POLICE DIDN&#8217;T INVESTIGATE, THEY LOST TRACK.<br />
DIDN&#8217;T QUESTION THE PEOPLE THAT WERE THERE,<br />
SOMEONE SOMEWHERE MUST BE AWARE.<br />
OF WHAT HAPPENED TO JASON IN THAT NIGHT?<br />
THE NIGHT OF TOMIJO&#8217;S WORST FRIGHT.<br />
BUT HERE TODAY I FELT ALL HER PAIN,<br />
MY LIFE NOW, WILL NOT BE THE SAME.<br />
I CRIED HER TEARS FELT HER SORROW,<br />
I PRAY FOR HER, FOR A BRIGHTER TOMORROW.<br />
THE KILLER CAUGHT, PUT BEHIND BARS,<br />
EVIDENCE FOUND, THEY REMOVED IN CARS.<br />
SENTENCED TO LIFE FOR WHAT THEY DID,<br />
AFTER ALL, JASON WAS JUST A KID..</p>
<p>I have to admit this is one of the worst stories that I have come across.. Tomijo has asked me to write some poems for her about her life.<br />
